The British Educational Travel Association (BETA) has welcomed confirmation from the Home Office that the long-awaited German School Group concession will officially go live from 1 August 2026.
The confirmation follows the approval of the necessary German legislation and marks a major milestone for the youth and educational travel sector, helping to reduce barriers for German school groups travelling to the UK.
The Home Office has confirmed that the relevant GOV.UK guidance and application form will be published on 1 August 2026.
The concession was originally announced as part of the wider UK–Germany Friendship and Bilateral Cooperation Treaty and is intended to mirror the existing arrangements already in place for French school groups.
The original published Government explanatory memorandum stated:
“Following EU Exit, the requirement to travel on a passport and hold a visa (if a visa national) was viewed by Germany as a significant barrier to German school groups visiting the UK. The changes address this concern.”
Under the original published arrangements, the scheme is intended to allow:
- Students aged 19 and under studying at recognised German schools or educational institutions to visit the UK without requiring advance permission (ETA or visa) when travelling as part of a school group of five or more
- EU, EEA and Swiss nationals within these groups to travel using a national identity card rather than a passport
At the time of publishing, updated GOV.UK operational guidance has not yet been released. BETA notes that members and operators should continue to await the formal publication of the revised guidance and application process before making operational assumptions regarding implementation.
Emma English, Executive Director of BETA, said:
“This is a hugely positive development for the youth and educational travel sector and follows sustained engagement and advocacy across industry and Government.
Germany remains one of the UK’s most important educational travel markets, supporting language schools, host family accommodation, visitor attractions, transport providers and local visitor economies across the country.
Reducing administrative barriers for organised school groups is an important step in rebuilding confidence and strengthening educational and cultural exchange between young people in the UK and Germany.”
The UK educational travel sector has consistently highlighted the impact that post-Brexit travel requirements have had on school group mobility, particularly for European educational visits.
BETA will continue to engage with Government and share further updates with members and stakeholders as the final operational guidance is released.
